What is a data product supermarket?
Hainan Data Product Supermarket (https://www.datadex.cn/) is an innovative data development and utilization platform, an international data element circulation and trading market, and an incubation platform for the big data industry that integrates functions of data "collection and sharing, development and production, circulation and trading, and security". The platform features "advanced concept, complete functions, complete supporting facilities, efficient management, and sound operations".
In order to speed up the cultivation of the data element market, the Big Data Administration of Hainan Province launched the Hainan’s Data Product Supermarket together with our Hainan Subsidiary and eSurfing Cloud. The province hopes to integrate social data resources by opening up public data resources in an orderly manner, and introduces big data enterprises, institutions and teams with technical service, research and analysis capabilities. The purpose is to build a uniform, fair, competitive, mature, and complete data element market system for data product development and production, supply and demand matching, circulation and trading, so as to meet the growing demand of government departments at all levels, enterprises and institutions for data products. This could comprehensively improve the efficiency of digital government services and create a new digital life of intelligent sharing and harmonious co-governance characterized by more convenient public services, more efficient urban management, and smoother transportation.
How did China's first data product supermarket come into being?
In May 2020, Hainan Province was listed as a national pilot province for the development and utilization of public data resources by the General Office of the State Council. China's first provincial-level data product supermarket was officially launched shortly after. The Big Data Administration of Hainan Province makes full use of the already established "seven ones" big data capabilities as the base and builds a uniform and powerful data product development and utilization platform based on eSurfing Cloud's technical service capabilities. In addition, the Administration opens up the public data sources and capability resources of the e-government platform in an orderly manner.
This is a first in China and an exploratory implementation project. Based on its years of data governance and operation experience, eSurfing Cloud worked together with the Big Data Administration of Hainan Province and jointly formulated the construction plan for the data operation and service platform. On the premise of ensuring data security, Hainan introduced a variety of cutting-edge technologies such as secure multiparty computation, privacy computing, and federated learning to achieve multi-path and diversified technical innovations and enhance the value of data applications. The two parties set out to build a market-oriented circulation mechanism for data elements. Based on the advantages of the "dual-middle-tier" integration and co-construction of the powerful data middle tier and business middle tier, the two parties defined data modeling and other application services for platform construction and formulated an integrated construction plan for platform base and application innovation, to break down "data barriers" and "service barriers".
How to turn data into "invaluable assets"?
The platform construction was also faced with certain challenges. For example, three problems of "not willing", "not daring" and "not convenient" are prevailing in the data opening process. In terms of data authorization, data rights and responsibilities are unclear, the application for the use of public data is not smooth, and it is difficult to deal with common data problems in vertical management units. When applying for the use of public data, different parties have different perceptions on the use of enterprise data, with unclear data ownership. Tackling data security problems is the basis for establishing unified standards, processes and systems.
In terms of data security, eSurfing Cloud has resource pools that have passed the security review of the Cyperspace Administration of China and cloud native security products up to MLPS 2.0 standards. eSurfing Cloud will not touch any user data and resolutely defend user data security.
