In June 2020, the General Office of the State Council issued a notice on the first national census on comprehensive natural disaster risks, which is scheduled to be carried out from 2020 to 2022. Among them, the census of housing construction and municipal facility risks is an important part of the risk census work, accounting for more than 60% of the total workload.

In July 2021, Hunan Province comprehensively launched the census of risks in housing construction and municipal facilities. After a lot of preparatory work, the province officially rolled out the Census System of Hunan Provincial Housing Construction and Municipal Facilities. Risk census investigators started to engage in busy work, bringing new challenges to the Census System. Due to the centralized architecture of the original system and the limited computing power of the resource pool, in the face of concurrent access requests by hundreds of thousands of people, in order not to affect the progress of the risk census in the follow-up work, it is necessary to optimize the system capabilities as soon as possible to ensure the efficient operation of the work.

In joint efforts with Hunan Post and Telecommunications Planning and Design Institute and Guangzhou Augur Technology, eSurfing Cloud formulated an integrated cloud solution for the Department of Housing and Urban-rural Development of Hunan Province, which utilizes cloud computing, big data and other technologies for storage, processing, analysis and application. This helps form a census “one picture” and housing construction "one picture". eSurfing Cloud enables cloud computing resources and offers cloud storage, cloud load balancing, cloud database, CDN acceleration and other services to the Department of Housing and Urban-rural Development of Hunan Province. It has also assisted the Department in system capacity expansion and cloud migration of services, which solves the problem of access lags caused by insufficient platform resources. The satellite image map is newly deployed on eSurfing Cloud to resolve the problem of slow access to the satellite map of the Ministry of Emergency Management.

In terms of O&M, the eSurfing Cloud integrated solution can not only help visualize the performance data of the monitoring platform, but also realize the integrated O&M of the platform in the cloud, saving time and energy efforts spent by customers on O&M.

By mid-January 2022, under multiple measures, Hunan Province has taken the lead in completing the field survey of housing construction and municipal facilities. The system shows that there are 29.179 million survey spots of housing construction and municipal facilities in Hunan, and 28.975 million have been completed, with a completion rate of 99.3%. Among them, there are 1.758 million and 27.065 million survey spots of urban and rural housing construction respectively, with a completion rate of 99.4% each. There are 19,000 survey spots of municipal roads, with a completion rate of 99.9%; there are 2,332 survey spots of municipal bridges, with a completion rate of 100%. In addition, 26,000 water supply facilities and 526 water supply plants and pumping stations, with a pipeline length of more than 20,000 kilometers, need to be surveyed, all of which have been completed.

The Department of Housing and Urban-rural Development of Hunan Province will carry out sampling inspection, result submission, and risk zone division assessment in an orderly manner according to arrangements of the State Council, the Provincial Government and the Ministry of Housing and Urban-Rural Development. It plans to carry out researches on geospatial big data applications and starts to create the housing construction "one picture". The natural disaster risk census is a major survey on national situation and strength. From the case of Hunan Province, it can be seen that the census work involves a wide scope and a large number of participants, which puts forward higher requirements on the survey system platform. eSurfing Cloud shoulders the responsibilities of the cloud service "national team" and guarantees the rapid progress of this national large-scale project with efficient, stable and secure cloud services.
