Jiujiang is at the mouth of three rivers and the thoroughfare to seven provinces. Located in the north of Jiangxi Province, it is a famous historical and cultural city with a history of more than 2,000 years. As the wave of smart city construction sweeps across China, this ancient city is also transforming and upgrading through 5G, cloud computing, big data and other information technologies to embrace the digital age with a new smart look.
"Three steps" for the construction of the cloud computing center in Central China, and Jiujiang ushering in its GovCloud
In the past ten years, scientific and technological revolution has swept across China. The rapid development of communications technology is accelerating the integration with and penetration into the real economy. Amid this backdrop, Jiujiang vigorously develops new infrastructure and promotes comprehensive digital transformation, to get prepared for investment attraction. In 2019, the our Central China Cloud Computing and Big Data Center was officially launched in Jiujiang Poyang-Lake Eco-Tech City. As a result, Jiujiang has achieved a leapfrog development in the cloud network era, reaching the advanced level in the province. During the construction process, the Jiujiang Municipal Government teamed up with eSurfing Cloud and constructed the Jiujiang Central China Cloud Computing and Big Data Center in two phases. Afterwards, the Municipal Government launched its GovCloud thereupon.
The previous architecture of Jiujiang's GovCloud not meet the requirements for dual-zone isolation. Slow response of various functions, immature collaborative O&M mechanism and other problems restricted the cloud migration of government services. In response to these problems, eSurfing Cloud adopts a three-step strategy to build a secure and efficient GovCloud for Jiujiang City: building a new second phase, migrating the first phase to the second phase, and integrating the first and second phases.
In the early stage of constructing the second phase project, relying on its full-stack hybrid cloud capabilities covering cloud, network, digital communication, intelligence and security, eSurfing Cloud designed a brand new government cloud architecture with "cloud-network-security" integration for Jiujiang by adopting the OpenStack enhanced architecture and using self-developed SDN to replace original network components. At the same time, based on this architecture, eSurfing Cloud launched a hybrid cloud management platform for Jiujiang GovCloud that manages both the Internet and extranet zones. It utilizes the technical feature that the public and private clouds have the same sources to realize the iteration of government cloud functions.
In the stage of migrating from phase one to phase two, eSurfing Cloud uses the War-Room mechanism to establish a private cloud O&M system with efficient coordination among the province, the city and cloud service provider, and enhances the ability of the three parties to coordinate major events. In addition, eSurfing Cloud also established a provincial and municipal cloud migration team. The autonomous migration method was adopted to help the Jiujiang Municipal Government to successfully migrate government services to the cloud while ensuring normal operation of the service systems.
During the process of integrating the first and second phases, eSurfing Cloud assisted the Jiujiang Municipal Government in implementing the detailed O&M management rules for government services, and formed a "4A full-link closed-loop management mechanism", which greatly reduced the risk of non-compliant operations. The Jiujiang GovCloud after integration can restore services in 10-20 minutes during drills.
Jiujiang has taken multiple smart measures to improve the level of government services.
Today, these measures have achieved remarkable results. Take the activity of "Serving People with Practical Actions" as an example. The city is now promoting 34 key projects. With "all-in-one-card" for medical treatment and medicine purchase under the medical insurance, participants of the medical insurance can simply swipe the card in any of the nearly 1,200 designated Level 1 and Level 2 medical institutions or chain pharmacies in the city, and the medical insurance cost is settled with the designated medical institution in a "one-stop" manner. In this way, people do not need to go back and forth among designated medical institutions and competent county (district, municiapl) authorities to settle the medical insurance cost, thereby simplifying the procedures for people to seek medical treatment.
At present, Jiujiang has achieved "one window for multiple transactions" during the provision of government services. One comprehensive window can handle matters relating to real estate registration, housing provident fund and medical insurance. In urban areas, the real estate transfer registration can be handled together with the transfer of water, electricity, gas and network accounts, to realize "related matters to be settled at one time in a nearby place". Frequent transactions such as real estate registration, housing provident fund and medical insurance can be processed "throughout the city". The city and lower-level counties have set up 18 special windows for "serving people with practical actions" and "things that cannot be done". A total of 48 problems have been collected and 45 have been rectified. All these have comprehensively improved the city's government service capabilities.
In addition, in the medical field, eSurfing Cloud has created an end-to-end smart service system and formulated a smart, professional, secure and stable overall solution for medical customers in Jiujiang. In 2020, Jiujiang First People's Hospital migrated all systems to the cloud, the first Level 3 hospital in Jiangxi Province to do so. In 2021, Jijiang vigorously promoted the cloud migration of the primary medical care and carried out the "Flag Placing Action". At present, primary medical care of more than 60 counties has migrated to the cloud, while over 30 hospitals have implemented disaster recovery for their core services. Using Ganzhou Cancer Hospital that has migrated full services to the cloud as a template, the city vigorously promotes the full-service cloud migration of other newly built hospitals, so as to form medical SaaS application services. In the future, eSurfing Cloud will continue to promote the upgrading and transformation of medical and social health services in Jiujiang through digital technology.
The cloud carries government services, and wisdom leads the future. Today, Jiujiang makes full use of the provincial-level core nodes in our Central China Cloud Computing Big Data Center and eSurfing Cloud’s "2+4+31+X" cloud resource pool structure to radiate surrounding provinces and cities based on the local area. It has strongly promoted the launch of local government affairs on cloud and the digital upgrading of other industries. At the same time, Jiujiang Big Data Industry Alliance is also taking advantage of the radiation and leading effect of our Central China Cloud Computing and Big Data Center to actively introduce and import ecosystems, value chains and strategic partners. The two parties will join efforts to introduce and cultivate a batch of big data and cloud computing enterprises covering data collection, storage, mining, transaction, application, and security. The city will establish Jiujiang Big Data Application Laboratory and accelerate the construction of a number of cloud computing application projects. It will build the cloud computing empowerment base, carry out big data-based monitoring and evaluation applications, and establish the 5G innovation center with a priority on 5G innovative applications. Jiujiang will coordinate big data industrial technologies and related resources, build industrial big data platforms, and accelerate the construction of state-owned self-developed cloud platforms. The development of a digital and smart Jiujiang is still booming. Looking into the future, digital technology will more effectively drive the intelligence process of Jiujiang Poyang-Lake Eco-Tech City and accelerate the construction of a digital Jiujiang.
